THE TRANSFER PROCESS
NECSD recognizes the negative impact that changing schools has on students. To the extent possible, students are expected to remain in the school they are assigned. Student transfer requests submitted during the school year will be reviewed and considered for extenuating circumstances only. These circumstances must be described in detail on the Transfer request Form which can be obtained at your child’s school.
*Extenuating circumstances include: student safety, NYS Accountability Requirements, and in general reasons for which the assigned school cannot provide but are absolutely necessary.
Transfer requests received January through the end of June are considered for the following September. Transfer requests are reviewed at the end of July by the Office of Registration.
TRANSFER REQUEST PROCESS
Transfer requests should be initiated at your child’s school. The NECSD invites families in our school community to speak with their child’s teacher, grade-level administrator, and the building principal. This provides an opportunity to identify challenges and concerns that can be addressed and remedied at the school level to support the success of your child. Transfers will not be enacted unless there has been a conversation regarding the transfer with the appropriate school professionals.
If you are seeking to transfer your child after receiving a school placement notice, transfers are reviewed at the end of July and are enacted based on the waitlist number assigned to your child.
CONSIDERATIONS FOR TRANFERS INCLUDE, BUT ARE NOT LIMITED TO:
Safety - There are protocols and procedures that determine this type of transfer. Please consult the Student Code of Conduct or contact your child’s school regarding safety issues
Siblings - When children of the same grade-level (elementary, middle, high) are enrolled at multiple schools across the district it can present challenges regarding family engagement or families experiencing transportation concerns. When possible, a transfer may be granted when siblings at the same grade-level are separated.
Available Space - Schools have limited space opportunities. Schools that have the appropriate school population levels ensure the safety of children and support their learning experience. Please be advised that as siblings advance through the school district it is possible that a younger sibling may not attend the previous schools of their older siblings.
Program Needs - The program needs of children are taken into consideration when a transfer is requested. If a child has specific program needs, transfers are done in consultation with the appropriate departments. A transfer may not be granted if the program needs of the child cannot be met by placing the child at another school.
Waitlist Assignments - Transfers not meeting any of the previous criteria are considered based on waitlist numbers. Transfers are enacted in numerical order.
